The Center for Effective School Operations (CESO) conducted a transportation study for the Department of Transportation (DOT) for Montgomery County Public Schools (MCPS) from September 2023 through January 2024. CESO developed initial observations and findings, as well as established direction for the rest of the work with the Baseline Conditions Assessment. Four additional targeted deliverables followed that were focused on a specific aspect of the future of the organization, including change management, routing, technology, and fleet, contracts and financial management, and personnel management. An Executive Summary was also included identifying the key findings of the assessment, themes for change, and a focus on change management.
